
About Elder Services of Okaloosa County
Compassionate In-Home Support and Assisted Living
We are a licensed Homemaker and Companion Service dedicated to providing non-medical services to frail, at-risk, or recuperating individuals in the comfort and familiarity of their own homes and in the residential assisted living facilities we operate.
Founded in 1977 by the Okaloosa County Council on Aging, we began with a mission to provide essential in-home care services to those in need. Over the years, we have grown and expanded our offerings to better serve our community.
We specialize in non-medical care tailored to support the well-being and independence of each client. With decades of experience and a compassionate team, we are committed to helping our clients maintain their independence and quality of life at home.
Elder Services of Okaloosa County operates under AHCA License #240423.
Our Staff

Kim Fraley
Executive Administrator
Kim was appointed to the Executive Director Position in May of 2019. Prior to this appointment she was the Assistant Director for the organization as well as the Facility Director at Twin Cities Pavilion. Kim started in the main office in 1980 and has helped to develop us into the success that we are.

Ruth Lovejoy
1925–2019; In Memoriam
Known to all as Mrs. Lovejoy, she was the vision behind our organization. Ruth worked tirelessly everyday, until her death, to create an entity that would help the under served elderly population in Okaloosa county. She was 93 at the time of her passing.
Ms. Lovejoy will be greatly missed

Lee McCallister
Fiscal Director
Lee has served as the Fiscal Director since 1989. She helped to build the organization and is an integral part of our organization.
Pam Roeser
Fiscal Assistant
Pam joined our team in 1991. Pam handles payroll, billing, supplies, and steps in when positions are empty. She's a true asset!
Holly Millspaugh
Human Resources
Holly joined the team in January 2020, finding a new career.
Holly handles the onboarding of employees into our system as well as a variety of other office tasks.

Tammy Barber
Program Supervisor
Tammy assumed the responsibilities as Program Supervisor of Elder Home Care Home Health. Her caring approach makes clients feel comfortable and relaxed during the most challenging times. She is responsible for intake, arranging for non-skilled services and performing follow-up for quality assurance.
Melana Kalil
Community Care/Case Manager
Melana joined our team in January of 2019. Her job entails helping the frail in our community with in home care workers and supplies they may need.
Lela Brister
Community Care/Case Manager
Lela joined our team in October of 2020. Her job entails helping the frail in our community with in come care workers and supplies they many need.

Felicia Cooper
Community Care
Felicia joined our team in January of 2019. Her job entails helping the frail in our community with in home care workers and supplies they may need.

Lorraine LaCroix
Meals On Wheels Administration
Lorraine joined our team in 1996. Her job entails arranging meal delivery to the frail and aging in our community.

Patti Tusai-Snow
Facility Director
Patti comes to Twin Cities Pavilion as the Facility Director with 25 years of industry experience. She is caring and compassionate and will work with you to make transitioning as seamless as possible. Please contact her for scheduling tours or making inquiries about our services.

Lavina Brock
Facility Director
Lavina has extensive experience in skilled and non-skilled settings. She will serve as Facility Director for Crestview Manor. She is available for all inquiries and/or tours for residency.
